Yes, on multiple levels. The protagonist of that story seems to reflect
Rorschach in
his ruthless (insane) pursuit of justice. Later on, he becomes more
clearly a reflection
of Veidt, who similarly wrought great destruction in pursuit of a goal he
thought was
worthwhile. It is no coincidence that, in his last conversation with Dr.
Manhattan,
where Veidt is looking (unsuccessfully) for validation, Veidt mentions
dreams of a
Black ****p...
