My theory is that he didn't grow up all that quickly.  He learned that
his irresponsibility harms others, but he still has a long way to go--
a lot of mistakes to make, a lot of tantrums to throw, a lot of
irresponsible/arrogant/selfish choices-- until he becomes the hero he's
supposed to be: until he's become that responsible adult.

And I think that tension, between what Peter aspires to be (a hero, a
responsible adult) and his natural inclinations towards temper and
anti-social behaviour, is what gives the Lee-Ditko run its peculiar and
enticing flavour.
